It is not clear if this souvenir sheet really was printed or if it only exists as draft. 

During the campaign for inviting the XXII Olympic Games to Moscow the Ministry of Communication of the USSR approved the issue of a souvenir sheet, which had to show the Olympic potential of Moscow. The designers I. Martynov and N. Cherkasov during their work used the remarks of important persons who visited Moscow for inspection. The idea of the souvenir sheet was as advertisement of the Moscow sport facilities. The sheet with the following inscription on the top (“Sport constructions of Moscow will provide the conduction of the international competitions of any level”) and five rings in a row at the bottom was designed. When finally the decision about Moscow as the site of the XXII Olympic Games was announced in Vienna this souvenir sheet was issued as N° 4a with the following inscription (“Sport constructions of Moscow - capital city of the Olympiad 80 - will provide successful conduction of the XXII Summer Olympic Games”) and Olympic rings at the bottom.
The following text appeared in the book "The Olympic Philatelia" by V. Furman (1st edition in Russian 1979, 2nd edition 1981 in English): The first version of the souvenir sheet was to contain the words: "The Sports Stadiums in Moscow are Capable of Holding International Sporting Events on Any Scale", by way of an advertisement for the city's potential. The inscription was contained in two lines and the five interlaced Olympic rings were stretched out into a single line. But for a number of reasons the souvenir sheet was not actually issued after the President of the IOC had declared in Vienna that Moscow had been chosen as the host city for the Summer Olympics of 1980. The news meant that alterations had to be made to the design of the original souvenir sheet so that when it appeared in December 1974 in a circulation of 1.2 million copies it contained the new inscription: " The Sports Stadiums of Moscow, Host City for the 1980 Olympics Will Insure that the 22nd Summer Olympic Games are a Success". The new text meant that the length of the line had to be altered and this naturally called for a re-grouping of the rings. Thus was heard the first philatelic proclamation of the Moscow Olympics.
