Postal stationery from Japan can be classified in two types:
POSTAL CARDS WITH ADVERTISMENT:
They
are either called “Kokoku - Tsuki - Yubin - Hagaki” (= Advertisment - with -
postal - card) or “Echo Hagaki” (= Echo postal card).
An advertisment is printed at the bottom of the postcard and the sponsor must
obtain authorization from the Ministry of Post and Telecommunication.
The official notice was revised on Oct 1st, 1988: Echo postal cards
can be issued when the number issued is higher than 49 999.
The advertisment fee is as follows:

ILLUSTRATED POSTCARDS:
They
are either called “Eiri - Kansei - Hagaki” (= Illustrated -
government-printed - postcard) or “Eiri - Kanyo” (= Illustrated -
government-printed - postcard), with “Kanyo” being an abbreviation for
“Kansei - Hagaki”.
The illustrations are just overprinted on normal postcards. That is why these
cards are called “illustrated on government-printed postcards”. The sponsor
does NOT need permission when issuing this kind of postcards, that is why there
is very little information available on them.
