There
was a very good Volleyball team in Rostov-na-Donu (“Sport Club of the
Army”) in the 1960ies and 1970ies (the cover was issued in 1968). It
played in the higher league of the championship of the Soviet Union.
One player of this team was in the Soviet national team and participated
in the 1964 Tokio Olympic Games. His name was Valeri Kalatschikhin. He won
the Olympic Gold Medal together with his team. So I am sure that the team
of Rostov played in this sport palace. And the ball on the cover is most
likely a Volleyball ball.
There were also strong handball teams in Rostov, both men's and women's.
But handball became an Olympic sport untill 1972 and that is why handball
teams began to receive help and attention later (not at the time when this
cover was produced).
